The submitted studies discusses the continuous reform processes of local governments in Norway and Sweden, as examples of countries that centralized the first tier of local government and also concentrated a wide range of competences and public services into this tier. Special attention is paid to the development of local selfgovernment structure during the second half of the 20th century, which was affected by reform activities of central governments. It’s possible to identify the most influential reforms as the amalgamation waves, which largely formed the current organizational structure of local governments in the countries concerned.
Predložená štúdia sa zaoberá kontinuálnymi reformnými procesmi územnej samosprávy v Nórsku a Švédsku, v ktorých centralizovali základnú úroveň územnej samosprávy a koncentrovali do nej širokú paletu kompetencií a verejných služieb. Špeciálna pozornosť je venovaná vývoju organizácie územnej samosprávy počas druhej polovice 20. storočia, ovplyvňovaného reformnými aktivitami centrálnych vlád. Za najdôležitejšie je možné označiť amalgamizačné vlny, ktoré v značnej miere sformovali súčasnú organizačnú štruktúru územnej samosprávy v predmetných krajinách.
