Devolution - an exclusive model of public administration in the United Kingdom

Abstract

The aim of this paper is to analyze the process of devolution in the different regions of the United Kingdom of Great Britain and Northern Ireland. We are examining the form and kind of the powers delegated from the central government in London to local legislative and executive institutions. We are coming out of the assumption that each region is specific and devolution does not take place everywhere in the same conditions. The attitudes of citizens and politicians are an important element and have strong influence on its operation, also historical events, the creation of political parties, or substitution of governments affect no less significantly. We will try therefore to dismantle the devolution process in each participating country and evaluate how it developed and what are the possible scenarios for the future

Cieľom tejto práce je analýza procesu devolúcie v jednotlivých regiónoch Spojeného kráľovstva Veľkej Británie a Severného Írska. Skúmame formu a druh právomocí prenesených z centrálnej vlády v Londýne na lokálne legislatívne a exekutívne inštitúcie. Vychádzame z predpokladu, že každý región je špecifický a devolúcia neprebieha všade v rovnakých podmienkach. Postoje obyvateľov i politikov sú dôležitým prvkom a výrazne vplývajú na jej chod, takisto historické udalosti, vznik politických strán, či striedanie vlád pôsobia nemenej významne. Pokúsime sa teda rozobrať proces devolúcie v každej zúčastnenej krajine a zhodnotiť, ako sa vyvíjal a aké sú možné scenáre v budúcnosti.
